He was a member of the First United Methodist Tight Funds Predicted By Bossier Bossier Community Action Director Aldo Ponzi said yesterday that the new Housing and Community Development Act of 1974 "is not going to be a horn of plenty for anyone." "I'm afraid it's going to boil down to the fact that the community having the best 'grantsmanship' will end up getting the most federal money from the program," Ponzi said. He said that a comprehensive housing and community development plan, which is required by the federal government from all communities wishing to take advantage of the program, cannot be formulated in the time allotted by the government. "The program was announced back in September, and they'll be accepting plans starting Dec. 1," Ponzi said. "Since the federal government has not yet sent down any guidelines for planners, the planners are going to have to go through the text of the act and pick out what the government wants in a plan," he said.

"Much of the planning has already been done in this area. It's just a matter of digging it out, but any report submitted by any community is no better than its he added. Of the more than $2 million available to the Shreveport Metropolitan area through the program, more than $500,000 will be competed for by area communities with populations of less than 50,000. Bossier City Mayor James Cathey three weeks ago announced a concentrated planning effort to formulate the required comprehensive plan. Fatal Fire Probed in Mississippi LAUREL, Miss.

(AP)-Adthorities sought Monday to determine the cause of a weekend blaze which left two Laurel residents dead and two others seriously burned. Firemen said the deaths and injuries occurred Saturday night when fire damaged three rooms of a six-room wooden structure. They said a preliminary investigation indicated there was no gas or electricity turned on in the house at the time of the blaze. Johnny White and Walter Henry, two occupants of the house, died shortly after being rushed to South Mississppi State Hospital, while Mae Millsaps and Prissy Robinson were listed in serious condition Monday with burns. Firemen said White apparently ran from the house and was picked up on the next block by an ambulance, while Robinson jumped from a window of the burning structure.

Henry and the Millsaps woman were pulled from the house by firemen. FUNERAL SERVICES MR. WILLIE D. WHITE 11:00 A.M. Tuesday Bossier Chapel Interment Forest Park Cemetery MR.
