He was a member of the First United Methodist Church for many years, also a member of the Petroleum Club, Shreveport Country Club, American Association of Petroleum Geologists, American Legion, Veterans of Foreign Wars, Wildlife Fisheries Louisiana, Wildflower Association of Louisiana and Ducks Unlimited. was born December 22, 1896, educated in Michigan, served in World War with the U.S.

Navy in France, under the command of Admiral Simms, worked on the King Ranch in Texas and in San Domingo with the U.S. Geological Survey, and returned to the U.S. in 1920, and graduated with honors from the University of Chicago, and was elected to Sigma XI, an honorary society, as a geologist in 1923. He worked for Rycade Oil transferred to Amerada Oil as district geologist in Cisco, Texas in 1924. Then formed a partnership with J.A.

MacDonell of Lima, Ohio in 1929. He worked for Frank Geo. Frankel from 1938 until 1945 when he joined partnership with Hopson Wheless of Shreveport for three years. Then he became an independent consulting geologist working with Paul Barnhart of Houston, for many years until his retirement in the spring of 1987. He married November 9, 1936, the former Mary Fee of Cisco, Texas, whom he is survived by as well as a niece, Mrs.

Ashton R. Hardy of New Orleans, a nephew, George D. Fee, 111 of New Orleans, four sisters, Mrs. Clara Gremel of Kalamazoo, Michigan, Mrs. Martha Sutherlandd of Lansing, Michigan, Mrs.

Paul's Episcopal Church Shreveport City Judge Bill Kelly conceded his news conference Friday might have achieved twin goals. The official purpose: to inform the public of stiffer penalties for ignoring traffic tickets. The sweetener: It gave Kelly some nice exposure in his race for state appeals court. He chuckled when asked if the news conference's timing had anything to do with the Oct. 1 election, for which he qualified Thursday.

The conference drew TV and newspaper reporters to Kelly's chambers. "I think the press conference is providing information that the people need to know. But it doesn't hurt to get your face on TV," observed Kelly, a candidate for the 2nd Circuit Court of Appeal. "It is an opportunity to get on TV," he continued, laughing. "We attempt to contact the person and notify them," Kelly said. "But if we cannot find them or they do not respond, we issue an affidavit to the Louisiana Department of Public Safety.

"'The department then notifies the motorist of the suspension of his driver's license and fee." Because of a backlog, some people don't get timely state notices. Instead they learn their license is suspended when they seek to get it renewed. Why don't people just pay up on time? "Some people are scofflaws, I suppose, and then some people are Bill Kelly just busy," Kelly said. "I think some people just wish it would go away."
